Clerk of Works
1.0 Background
Sigona Golf Club intends to undertake the construction of a modern Golf Clubhouse at Kikuyu, Kenya. The facility will comprise hospitality areas, locker rooms, food and beverage outlets, administrative offices, pro shop, terraces, and associated external works including
landscaping and interface with the golf course.
To ensure strict compliance with design specifications, quality standards and contractual obligations, the Client seeks to engage a qualified and experienced Clerk of Works to act as the Client’s independent on-site representative.
2.0 Objective of the Assignment
The primary objective of this assignment is to provide independent, continuous on-site supervision to ensure that all construction works are executed in accordance with approved drawings, specifications, quality standards and applicable Kenyan laws and regulations.
3.0 Scope of Work
The Clerk of Works shall undertake the following responsibilities:-

Site Supervision and Quality Control
Details:
- Monitor all construction activities on a daily basis.
- Ensure compliance with approved architectural, structural, mechanical, electrical, and landscaping drawings.
- Verify that materials and workmanship meet specified standards.
- Inspect delivered materials and confirm compliance with approved samples.
- Identify and report defects, deviations, and non-conformities and ensure corrective action.
Compliance and Regulatory Oversight
Details:
- Ensure contractor compliance with statutory requirements and approvals issued by:
> National Construction Authority (NCA)
> National Environment Management Authority (NEMA)
> Relevant County Government authorities - Monitor adherence to Environmental and Social Impact Assessment (ESIA) requirements.
- Ensure compliance with occupational health and safety standards.
Inspection, Testing and Reporting
Details:
- Maintain a detailed daily site diary.
- Prepare and submit:
> Weekly progress reports
> Monthly consolidated reports
> Incident and non-compliance reports - Witness testing, commissioning and material approvals.
- Record weather, labour, equipment, and site conditions affecting progress.
Coordination and Communication
Details:
- Liaise with contractors, subcontractors, consultants, and suppliers.
- Attend site meetings and provide independent technical input.
- Facilitate communication between the Client and project stakeholders
Measurement and Payment Verification
Details:
- Verify work completed on-site for interim payment certificates.
- Assist in validating contractor claims and variations.
- Ensure payments correspond only to satisfactorily completed works.
Snagging and Handover
Details:
- Prepare snag lists and monitor rectification of defects.
- Verify completion of outstanding works.
- Confirm submission of:
> As-built drawings
> Operation and maintenance manuals
> Warranties and guarantees - Participate in practical completion and final handover.
Specialized Oversight (Golf Clubhouse Facilities)
Details:
- Supervise high-quality finishes in:
> Hospitality and lounge areas
> Locker rooms and wellness facilities
> Kitchens and F&B outlets
> Pro shop and administrative offices - Monitor integration with external works including landscaping, drainage, and golf course infrastructure.
4.0 Deliverables
The Clerk of Works shall undertake the following responsibilities:-
- Daily site inspection records
- Weekly progress reports
- Monthly project reports
- Non-compliance and defect reports
- Snag lists and close out reports
- Final project completion report
5.0 Reporting Structure
The Clerk of Works shall report directly to the Client’s Execution Committee or designated Client Representative.
6.0 Duration of the Assignment
The assignment shall run for the full duration of the construction period, estimated at 18-24 months plus the defects liability period where required.
7.0 Required Qualifications
7.1 Academic Qualifications
Diploma or Degree in Construction Management, Civil Engineering, Building Technology, or related field.
7.2 Professional Registration
- Must be registered with the National Construction Authority (NCA)
- Must be a member of relevant professional bodies such as:
> Architectural Association of Kenya (AAK)
> Institution of Engineers of Kenya (IEK)
7.3 Experience
- Minimum of 8–10 years’ experience in construction supervision.
- Proven experience in high-end commercial, hospitality, or leisure developments.
- Prior experience in golf clubhouse or resort projects is an added advantage.
8.0 Key Competencies
- Strong knowledge of construction methods and quality control

9.0 Performance Criteria
The Clerk of works performance shall be evaluated based on:
- Compliance with quality standards
- Timeliness and accuracy of reporting
- Effectiveness in identifying and resolving defects
- Contribution to adherence to project timelines
- Professional conduct and independence
10.0 Client’s Responsibilities
The client shall:-
- Provide access to all project documentation
- Facilitate site access and coordination with contractors
- Provide reporting templates where applicable
- Ensure timely review of reports and recommendations
11.0 Clerk of Work’s Responsibilities
The Clerk of Works shall:-
- Perform duties diligently and professionally
- Maintain independence and impartiality
- Ensure confidentiality of project information
- Avoid conflict of interest
12.0 Payment Terms
Payment shall be based on:-
- Monthly professional fees
- Submission and approval of monthly reports
- Any reimbursable expenses (if applicable) as agreed in the contract
13.0 Proposal Requirements
Interested candidates shall submit:
- Individual profile
- Relevant experience and project references
- Copies of academic and professional certificates
- Valid registration with National Construction Authority
- Technical proposal outlining methodology
- Financial proposal
14.0 Evaluation Criteria

15.0 Confidentiality and Ethics
The Clerk of Works shall:
- Maintain strict confidentiality of all project information
- Avoid any engagement that may result in a conflict of interest
- Act solely in the best interest of the Client
16.0 Applicable Law
This assignment shall be governed by the laws of the Republic of Kenya.
